But currently half the galaxy is defense pacted and the other half is part of a federation united against. If a population has -20% Ethics Diversion (like the conformist trait) the more likely they are to switch the the governing ethics. A population with say +20% ethics divergence are more likely to adopt different ethics and start factions etc. Today’s @StellarisGame fact: Negative ethics divergence will make pops drift towards your empire ethos.
I was starting to get a little boxed in. The Fallen Empire to my west was a brick wall that I had no hope of breaking through, while territory to my north and south was rapidly being eaten up, and expanding to the east would shatter any hope I had for a partnership with my two friendly neighbours who had now entered an alliance together.

These planets are far from my homeworld, and the populace is “outraged”, so the ethics divergence value is higher than the reeducation edict can handle.
On as side note there is a way to change ethics through editing the save file but I am not sure it is what you are after. Anyway these are some helpful steps if you do wish to do it the cheaty way (note you will need 7zip and a file editor such as Notepad++): 1) Save your game.

Took me a while to figure out it’s a starting tech and I could build colony ships the whole time. The ethics, factions and government rework look like great improvements. More flexibility, and factions now actually matter.
I woke up the next day with an itch. I decided to give it another shot, I created my own empire to roleplay with. Get in the mood and shit. It went swimmingly at the start. I grew a bit more outward. I decided to focus some research and Ilucked out because there were two species in my empire that I was able to uplift. It was WILD!
